(DM1, Gorontalo): PEMERINTAH Kota (Pemkot) Gorontalo akan segera rampungkan “Gorontalo Command Center (GCC)”, sebagai salah satu program menuju “Smart City”.
SEJAK awal pemerintahannya, Walikota Gorontalo Marthen Taha telah mencanangkan terwujudnya sebuah konsep yang dinamai “Smart City”. Dan hingga kini, konsep tersebut mulai dibangun ke seluruh sektor.
Walikota Marthen Taha bahkan telah banyak menjelaskan, bahwa Smart City yaitu penyelenggaraan pemerintahan, pembangunan dan pembinaan kemasyarakatan dengan memanfaatkan informasi dan teknologi komunikasi (ITC).
Dan untuk mencapai hal tersebut, Pemkot Gorontalo pun bertekat untuk secepatnya merampungkan “Gorontalo Command Center (GCC)” sebagai pusat kontrolnya.
“Kami menggunakan lokasi di kantor Walikota Gorontalo untuk lokasi GCC. Kami bangun sistemnya dengan puluhan aplikasi, dan kami lengkapi dengan CCTV dan sistem untuk kontrol maupun komunikasi dalam penyelenggaraan pemerintahan,” tutur Walikota Marthen Taha.
Walikota Marthen Taha pun menyebutkan aplikasi “sorot” sebagai salah satu contohnya, yakni “Smart Online Reporting and cOmplain Tools sistem”.
Disebutkannya, melalui aplikasi itu masyarakat bisa melaporkan secara langsung kepada kepala daerah yang selain dapat mengutarakan komentar maupun narasi, juga dapat diserta dengan foto ataupun video.
“Dengan adanya laporan tersebut maka kepala daerah bisa segera men-disposisi secara online kepada dinas yang terkait. Misalnya, masalah air ke PDAM, masalah jalan ke dinas perhubungan umum dan sebagainya,” papar Walikota Marthen Taha.
Walikota yang juga mendapat julukan “Matahati” ini juga menjelaskan, bahwa GCC bisa mengontrol setiap aktivitas aparat kelurahan dan kecamatan melalui aplikasi yang disebut “e-Kelurahan”.
“Ada juga e-Tax untuk mengontrol jumlah PAD yang kita dapat, serta e-Education untuk mengontrol aktivitas di sekolah, dan juga orangtua bisa mengontrol aktivitas anaknya di sekolah,” jelas Walikota.
Pembangunan GCC ini, ungkap Walikota, adalah meniru sistem Bandung Command Center (BCC) sebagai hasil kerjasama antara Pemkot Gorontalo dan Walikota Bandung Ridwan Kamil. selain itu Pemkot Bandung juga memberikan aplikasi untuk GCC dan melatih tujuh orang tenaga operasional untuk penerapannya lebih lanjut.
