(DM1): DULU, Wapres Jusuf Kalla (JK) sangat membenci sikap Rizal Ramli selaku Menko yang kerap melakukan kritikan terhadap kebijakan pemerintah. Sampai-sampai JK memandang Rizal Ramli di dalam kabinet adalah menteri gaduh. Padahal publik sangat paham, bahwa JK berpandangan miring seperti itu, karena sesungguhnya ia termasuk pihak yang sangat merasa tidak nyaman dengan keberadaan Rizal Ramli di dalam Kabinet Kerja. Pasalnya, kebijakan pemerintah yang dikritisi Rizal Ramli sebagian besar diduga kuat adalah menyangkut kepentingan bisnis perusahaan keluarga dan kolega JK. Misalnya, terkait proyek listrik, migas, dan lain sebagainya. Dugaan tersebut menjadi semakin jelas, yakni di saat Rizal Ramli berusaha memberi masukan bahwa proyek listrik 35 ribu MW adalah target yang sangat ambisius dan tidak realistis, JK malah nampak tersinggung lalu buru-buru “menyerang” dan menyindir Rizal Ramli sebagai menteri yang kurang akal. Intinya, JK ketika itu amat nampak membenci Rizal Ramli, yang akhirnya harus dicopot dari jabatannya karena dinilai kerap melakukan kritik terhadap kebijakan pemerintah, termasuk target proyek listrik 35 ribu MW tersebut. Namun ketika Rizal Ramli “Sang Rajawali Ngepret” itu tak lagi di dalam pemerintahan, kini malah JK yang melakukan kritik terhadap kebijakan pemerintah. Dan entah ia sadar atau tidak, yang jelas JK seolah-olah telah “menggantikan” peran Rizal Ramli. Yakni, JK laksana pahlawan yang tiba-tiba muncul sebagai “pembela kepentingan rakyat” dengan melakukan hal yang sama seperti yang biasa dilakukan Rizal Ramli, yaitu melontarkan kritik terhadap kebijakan pemerintah yang dianggap kurang tepat. Bahkan, yang pernah dikritik Rizal Ramli sangat mirip yang dikritik oleh JK saat ini, yaitu sama-sama soal TARGET. Bedanya, kalau dulu Rizal Ramli mengkritik TARGET proyek listrik yang dinilai ketinggian (tidak realistis), saat ini giliran JK yang mengkritik kebijakan pemerintah Tax Amnesty yang juga TARGETNYA dinilai ketinggian. Sebagaimana dikabarkan, Wapres JK mengkritisi kebijakan tax amnesty yang hingga kini sangat jauh dari harapan. Menurut JK, target penerimaan dari kebijakan tersebut sungguh berlebihan, sehingga pemerintah kesulitan mencapai target. “Inti program tax amnesty baik, tapi jangan berlebihanlah targetnya,” kritik JK di Kantor Wakil Presiden, Jumat (2 September 2016). Seperti diketahui, tax amnesty dimulai sejak Juli lalu. Kebijakan ini mematok target penerimaan sebesar Rp 165 Triliun. Tapi posisi penerimaan yang diperoleh masih jauh dari harapan yang saat ini masih berkisar Rp 3,88 Triliun, atau 2,4 persen dari target penerimaan. Mengetahui adanya “ocehan” (kritik) dari JK, Presiden Jokowi selaku inisiator masih tetap ngotot dan merasa target itu bisa dicapai. Jokowi selaku presiden bahkan membela diri dengan mengatakan, data-data para pengusaha besar yang menyimpan dana di luar negeri atau mengemplang pajak sudah ia pegang untuk dijadikan acuan pelaksanaan tax amnesty. Namun pembelaan Presiden Jokowi ini disanggah JK. Menurut JK, yang berlebihan bukan hanya target tax amnesty. Data-data yang dijadikan acuan itu juga bahkan tidak jelas. Olehnya itu JK beranggapan, bahwa penerapan kebijakan ini keliru. “Yang salah bukan tax amnesty-nya, tapi penetapan targetnya yang keliru. Ya, katakan saja berbeda dari apa yang dihadapi hari ini jika tidak ingin dikatakan keliru,” tuturnya. Nah, begitulah kritikan yang dilakukan JK saat ini. Dan kalau dulu Rizal Ramli melakukan kritik dengan memakai jurus “Rajawali Ngepret”, lalu kira-kira JK pakai jurus apa? Apa mungkin jurus “Rajawali Ngumpet”? Entahlah, silakan diterjemahkan dan dipersepsikan sendiri! Tapi yang jelas, ini patut disyukuri karena semangat perjuangan Rizal Ramli bisa diteruskan dan tetap dihidupkan di dalam pemerintahan oleh JK. Dan, semoga saja Pak JK tetap tegar dan kokoh mengikuti “jejak” Rizal Ramli sebagai sosok yang pantang menyerah mengkritik kebijakan pemerintah yang dinilai tidak berpihak kepada rakyat, meski jabatan harus menjadi taruhannya. Apa boleh begitu? Kita tunggu saja kritikan JK berikutnya yang lebih tajam dan pro-rakyat seperti yang kerap dilakukan oleh Rizal Ramli semasa di dalam pemerintahan!
